Hydroseeding Platform Operations Safety Policy

Purpose

This policy establishes Bella Terra LLC's safety standards for hydroseeding platform operations during jobsite application work. Our primary obligation is to complete contracted work safely and efficiently while protecting our crew from preventable injury.

Scope

This policy applies to all Bella Terra LLC hydroseeding operations and supersedes verbal directives from jobsite personnel unless supported by specific OSHA regulation. All crew members operating hydroseed equipment must understand and follow these procedures.

Hazard Assessment

CRITICAL FINDING: Tackifier products used in hydroseeding operations create extremely slippery conditions. Product SDS sheets explicitly warn: "Wet spills are very slippery."

Our comprehensive hazard analysis identifies the following risk hierarchy for hydroseeding operations:

Primary Hazard: Ladder Access/Egress

Risk Level: HIGH

Secondary Hazard: Platform Operations During Slow-Speed Movement

Risk Level: LOW TO MODERATE (when conducted within established parameters)

Engineering Assessment: Requiring repeated ladder access/egress substitutes a documented high-risk activity (ladder climbing in wet/slippery conditions) for a controllable moderate-risk activity (platform riding during slow-speed positioning).

Operational Procedures

1. Transit to Spray Areas

Cannon master MUST ride in cab when:

Upon arrival at spray area:

  1. Driver positions truck at first application point
  2. Cannon master exits passenger cab
  3. Cannon master ascends ladder maintaining 3 points of contact at all times
  4. Once on platform, cannon master establishes secure position before beginning application

3. Platform Operations During Application

APPROVED PRACTICE: Cannon master may remain on platform while truck moves slowly between spray positions within the active work area.

When moving between separate spray zones (distances up to 0.25 miles or more):

SAFETY RATIONALE: Given the documented slip hazard from tackifier contamination on boots and gloves, requiring cannon master to descend and re-ascend the near-vertical ladder multiple times presents greater fall risk than controlled platform riding at restricted speeds.

Joint Decision Authority: Both CDL Tanker driver and cannon master must agree on the safest method for repositioning:

Option A — Platform Riding (Preferred when conditions allow):

Option B — Cab Riding (Required when conditions warrant):

5. Terrain-Specific Protocols

Slopes and Hills: CDL Tanker driver and cannon master jointly assess whether it is safer to:

Decision factors include: slope angle, surface traction, load weight, weather conditions, and visibility.

Lateral Lean/Cross-Slope:

6. Prohibited Practices

NEVER tie off or tether cannon master to platform. In rollover scenarios, being secured to the platform dramatically increases injury severity.

Regulatory Analysis

OSHA Standards Review

No Specific Prohibition Exists: OSHA regulations do not contain a specific standard prohibiting personnel from riding on vehicle-mounted work platforms during slow-speed operational movements for equipment application purposes.

Jobsite Interaction Protocol

If a general contractor, foreman, or site safety inspector directs you to cease platform operations:

  1. Remain Professional: Do not argue or debate on-site.
  2. Request Documentation: Politely ask: "Can you provide the specific OSHA CFR standard you're citing, preferably in writing?"
  3. Contact Management Immediately: Call Bella Terra LLC management before altering work methods.
  4. Comply Temporarily: If the directive is firm, comply in the moment to avoid confrontation.
  5. Document the Incident: Complete the Safety Directive Report Form below as soon as possible.
Employee Protection: No crew member will face discipline for complying with a jobsite safety directive. However, compliance does not mean the directive is correct. We will address each situation with documentation and formal response if necessary.

Safety Directive Incident Report

Complete this form when directed to stop platform operations. This logs to Supabase and also opens an email draft to management.
